Russia consolidates 5G spectrum in operator hands
Russia's State Commission for Radio Frequencies has authorized the country's largest mobile operators to deploy 5G in previously allocated 4G (LTE) bands under a technology-neutral regime and will grant each operator an additional 90 MHz of spectrum in the 4630–4990 MHz band without auction. The decision explicitly aims to accelerate commercial 5G launches, but it also forecloses the path for enterprises to obtain licensed spectrum directly—a contrast to spectrum policy in Germany, Japan, and other markets where industrial buyers can bypass operators entirely.
For enterprise buyers in Russia, this means campus and industrial 5G will flow through MTS, MegaFon, VEON's Beeline, or Tele2 Russia. There is no enterprise-direct licensing regime. The regulator is betting on operator-led buildouts rather than the independent private network model.
What 90 MHz at 4.6 GHz enables
The 4630–4990 MHz band sits in mid-band territory with propagation characteristics suited to industrial campuses, factories, and logistics facilities. Each operator receiving 90 MHz can deploy wide channels—80 or 90 MHz—materially improving throughput and latency consistency for robotics, AGVs, and video analytics. This introduces vendor lock-in risk. Once an enterprise deploys operator-managed 5G radios, edge compute, and network slicing, switching providers requires ripping out infrastructure. It also creates regulatory dependency: any future restrictions on operators—whether sanctions, state directives, or service mandates—directly impact enterprise networks with no fallback to self-managed licensed spectrum.
The upside is operational simplicity. Enterprises avoid the complexity of obtaining and managing radio licenses, coordinating with national frequency registries, and ensuring interference management. The downside is less control over network architecture, SLA terms, and long-term costs.

Enterprises in manufacturing, logistics, energy, and mining that previously relied on Wi-Fi 6/6E or proprietary sub-GHz industrial wireless can now justify pilot budgets for 5G URLLC-style applications. The presence of 90 MHz per operator changes the business case: wider channels mean higher throughput and lower latency variance, which directly affects robotics control loops and real-time video analytics.
Expect new enterprise tariffs and managed private network offers over the next 6–18 months. Budget shifts will flow from capex on self-managed Wi-Fi or proprietary systems to opex on monthly per-device 5G plans, plus capex for operator-installed indoor radios and edge compute. The financial model mirrors enterprise LTE: recurring service fees plus one-time buildout costs, with operators retaining ownership of licensed spectrum and core network elements.
Vendor impact: Ericsson, Nokia, Huawei, ZTE
Russia's decision directly benefits global RAN and core vendors. Operators can now sell 5G upgrades in refarmed LTE bands and new mid-band radios in the 4.6–5.0 GHz range. Ericsson, Nokia, Huawei, and ZTE supply 5G gear to Russian operators, subject to sanctions and local sourcing constraints. The administrative spectrum grant removes auction risk and accelerates deployment timelines, which translates to earlier revenue for equipment vendors.
For neutral host providers or would-be independent private 5G vendors, the outlook is worse. Spectrum concentration in operator hands eliminates the possibility of enterprise-direct licensing, which in other markets has created openings for specialized industrial wireless providers.
